But a Malibu couple's struggle to build an ADU shows how local governments are standing in the way. Jason and Elizabeth Riddick have been trying to build an ADU in their backyard in the pricey coastal enclave since July 2020. So they applied for a permit from the city to build a small ADU and a minor addition to their existing house. So the Riddicks sued the city and in July 2022, a Los Angeles County Superior Court judge sided with the couple. Again, the city appealed the decision, this time to the state supreme court this month.

A few hours later, one of them contacted the hospital with information on the deceased, who was then identified as 80-year-old Douglas Layman of Ashtabula. A message was sent to the county public defender's office seeking comment if the office was defending one or both. PALMDALE, Calif. (AP) — Christian Bale broke ground Wednesday on a project he’s been pursuing for 16 years -- the building of a dozen homes and a community center in Los Angeles County intended to keep siblings in foster care together. That was around 2008, the time of “The Dark Knight,” when his now college-age daughter was 3 years old. The 12 homes, anchored by the community center, are set to be finished in April of 2025. “It’s something that is incredibly satisfying for me, and I want to be involved every step of the way,” Bale said. “Maybe this is the first one, and maybe this is the only one, and that would be great.

LOS ANGELES (AP) — Los Angeles County’s annual count of homeless residents began Tuesday night — a crucial part of the region’s efforts to confront the crisis of tens of thousands of people living on the streets. Up to 6,000 volunteers with the Los Angeles Homeless Services Authority fanned out for the effort’s main component, the unsheltered street tally. About 46,200 were within the city of Los Angeles, where public frustration has grown as tents have proliferated on sidewalks and in parks and other locations. City Hall, the City Council and the LA County Board of Supervisors have said they intend to work together to tackle the crisis. The results of the LA County homeless count are expected to be released in late spring or early summer.
